January 23, 2007 France - New Security Legislation

Dear customers,

New SECURITY Legislation as from January 2007 - in line with European Legislation 831/2006

As far as security measures are concerned, we now can be confronted with 3 possibilities depending on the type of customers

1) Known customers (certified customers with the French Civil Aviation Authorities)

No screening through X-ray equipment

2) Account consignors (customers who have signed a written commitment to security with DHL Global Forwarding)

On Cargo Aircraft

5% of their freight must be (with no exception) screened through X-ray equipment

The balance (95%) can move without any control

On Passenger Aircraft

100% of their freight must be screened and in case of freight impervious to X-ray and/or out-of-gauge, it must be put (with no exception) into aviation security compliant storage facilities 5 days before flight departure

3) Other Customers

100% of their freight must be screened through X-ray & in case of freight impervious to X-ray and/or out-of-gauge, it must be put (with no exception) into aviation security compliant storage facilities 5 days before departure Please make sure that your customers are aware of these new measures which, avoidably, will affect transit times.

Within this framework, and in order to ease these new security procedures we are pleased to offer the following solutions:

1.      DHL Global Forwarding France will assist shippers to become registered as "account consignors" with all local dedicated contacts for security process

2.      DHL Global Forwarding France - being registered as a regulated agent with the Civil Aviation Authorities - can provide warehousing solutions and thus can set up cargo control with specially trained dogs. (additional cost: 0.06€/kg)

3.      DHL Global Forwarding offers 100% all cargo aircrafts to all major destinations thanks to the support of our internal Star Brooker Charter Division

These three solutions will secure the best lead times for the customers' shipments via DHL Global Forwarding Network

Regards,
